I can't tell what this is exactly but I have seen a number of flatware created items such as windchimes, single rose vases made from the hollow of a knife handle, place card holders, etc. These have been very popular home crafted items since about the 1960s.

Thank you for your prompt response. My mother-in-law got up the nerve to ask the givers and they said that it is "whatever we want it to be." They found it at a random antique market as a hand-crafted item and suggested using it as a single rose vase as you said. My husband wants to us it as a Christmas ornament. Smiley
