Hi.. Help with Limoges backstamp

HI.. can someone give me more information on this backstamp from Limoges? I was wondering what the OCCO mean.. Ive seen QCCO on another picture.. but read something about OCCO above the banner.. any idea where or when in France it was made? Since the word France is not on it I'm assuming it is pre 1891? Thanks.
