I found a small metal box while cleaning my garage. No one in the family has any idea where it came from or what it is. It contains a block of wood (or masonite?) with a grid of small holes. Photos are attached. One shows the top of the box with text and logo. Other shows the box open, with a quarter to show size, and a pin inserted into one of the holes to show how they are angled. Text says "Busch&9" ("9" in a circle) and "Germany". Logo appears to be a stork holding a pole under its wing. Thanks for any help!

The first thing that comes to my mind is a box to hold fly fishing lures but I will do some research and see if I can offer another suggestion.
