All I've been able to discover about this particular device is that it was made by Jean Mette, likely in Christiania (now Oslo) Norway in the mid 1800s.  My best guess is it was used in child birth, but I'm unsure as to it's exact use or history.

I can't tell you anything about the instrument, however you can date it prior to 1878 because Oslo was named Christiania from 1624 till 1878, then Kristiania from 1878 till 1924 and it's current name Oslo since 1924.

One day browsing around I found an amazing site with loads of medical instruments.
