Need help identifying Royal Crown piece

Hi. I need help identifying a piece, which looks like either a small jam/jelly server or covered sugar bowl. It is approx. 5 3/4" L x 3 1/2" W x 3 1/2" H; the base and bowl are attached but the cover is separate. The markings on the bottom seem to be handpainted: Royal Crown with a coronet under that. Under the coronet is 11/446. I purchased it in a small antique shop in Sturbridge, Mass. about 20 years ago for about $5.00. Can anyone tell me what exactly it is, if it is English or Japanese and if it could be real or a fake? Thank you for your help. I have attached some photos.

With the size it looks to be a lidded gravy boat with attached underplate.

Could be, but to me, it seems a bit small to be a gravy boat. The piece doesn't hold more than 4 ounces (if that) and the notch in the lid for a spoon or tiny ladle (it didn't come with one) is very small. Is there such a thing as an "individual" gravy boat, like the tiny individual salt and pepper shakers I have seen? Sorry, but I'm somewhat ignorant about these things. Any feedback is much appreciated.
