Trying To Determine Age, Purpose, Origin Of This Interesting Piece

I have often wondered what the age, purpose, and origin if of this odd / interesting piece of furniture is. It appears hand made. Someone appears to have gone to great pains to make professional repair to damage in one part at some time in the past using highest quality repair screws (modern and hidden very well).
